Language Access Plan

Guided by our strategic goal of creating A Welcoming Community, the Town of Apex is dedicated to ensuring that every resident can confidently connect with town services. We are committed to breaking down language barriers, providing meaningful access to services, programs, information, and activities for all members of our community.

Our Plan

LAP BriefOn April 23, 2024, the Apex Town Council unanimously approved our first Language Access Plan for Town services and programs. This plan included assessments and analysis that led to new policies and procedures to improve language access for community members who speak, understand, read or write in languages other than English.

The Town of Apex participated in the Institute for the Study of the Americas’ Local Government Language Access Collaborative to learn more about language access and receive guidance for building a plan. 

The goals for this program included:

  • Look at data about which specific languages other than English are most frequently used by Apex residents
  • Assess current efforts by town staff to communicate in those languages
  • Identify ways to improve or enhance communication to languages other than English
  • Draft a plan that prioritizes these improvements

Services We Offer

The Town of Apex wants all residents to feel welcome and able to use town services. We offer these services free of charge:

InterpretationInterpretation: For meetings and events, we can provide interpreters in different languages. Please request an interpreter at least 48 hours before your meeting or event.
Document TranslationTranslation of Important Documents: Key forms and information are available in several languages. Find these documents on our website of contact us for help.
Digital Language ToolsDigital Language Tools: Our website includes accessibility features like translation and speech options to make online resources more user-friendly for non-English speakers. Click on our ReciteMe accessibility icon located in the bottom right-hand corner of the webpage to open up the accessibility toolbar.

The Town of Apex, in partnership with Fiesta Cristiana, initiated language access planning to identify community language needs and improve service delivery. An internal assessment revealed that the most commonly encountered languages are:

  • Spanish
  • Hindi
  • Chinese
  • Russian
  • Occasional use of Vietnamese

The assessment also highlighted that translation alone is not sufficient; effective language access requires:

  • Community engagement
  • Addressing technology access barriers
